Martin Jones on the Challenges, Pressures, and Opportunities for Change

Martin Jones praises probation staff at Napo AGM 2025, highlighting workload pressures, systemic challenges, and the need for realistic investment to support frontline practice.

At Napo’s 2025 AGM, Chief Inspector of Probation Martin Jones took to the stage offering a frontline-focused perspective on the state of probation. From the very start, he paid tribute to the often unseen work of probation staff, praising their dedication under what he called “unprecedented pressure” and constant change—a reality Napo members know all too well.

Martin didn’t shy away from the hard truths. He highlighted the vital role probation plays in reducing reoffending, turning lives around, and keeping communities safe, while stressing that current resources are simply not enough. Turning to the sentencing bill, he questioned whether it will actually reduce workloads or allow staff to make a meaningful impact. Measures like “naming and shaming” those completing community sentences, he argued, risk undermining rehabilitation rather than supporting it.

The Chief Inspector also spoke candidly about systemic challenges: soaring recall rates, over-reliance on electronic monitoring, and toxic workplace cultures. Crucially, he reassured members that front-line failures are not personal shortcomings. They are symptoms of wider structural pressures.

Looking ahead, Martin outlined a new inspection programme focused on improving public protection, sharing effective practice, and strengthening local accountability. His message was clear: probation staff deserve investment, stability, and realistic expectations to deliver the public service communities need and he is committed to championing that cause.
